For the hat, you can pretty much use whatever basic beanie pattern you like.
This is what I did for mine.
Hook size J/10- 6.00 MM
Ch 3, sl st together
I work in continuous rounds.
Round 1- 6 SC in center of the circle
Round 2- 2 DC in each stitch (12)
Round 3- 2 DC in each stitch (24)
Round 4- 2 DC in each stitch (48)
Round 5-14 (10 rounds, I never know how to count that)- 1 DC in each stitch
Round 15- 1 SC in each stitch
On the last row, sl st in 2nd stitch to even off the round.
For the feathers
You're going to do the same thing for all the feathers except the only difference is how many chains you start with.

Hook size G/6- 4.25 MM
Red feather- Chain 13
Green feather- Chain 18
Yellow feather- Chain 21
Orange feather- Chain 26 Ch however many stitches you need, Sl st down the chain 2nd chain from the hook. Ch 1, turn
1. 1 SC in each stitch. When you get to the end of the row, put hook
into other side of the chain and SC down the other side of the chain. Ch
1, turn
2. 1 SC in each stitch in the back loops only. Finish off, leave a long tail to sew onto the hat.
3. Add detail like the ribbing according to the mascot's colors.
The cool thing about the feather pattern is it is very versatile. If you don't like the feather sizes I used you can always chain a different amount and go from there.
Once all the feathers are done, just sew them on the hat as you see fit and that's it!
